富士山が晴れて世界遺産になった。とても喜ばしいことだがどうしても腑に落ちないことがある。
なぜ文化遺産で自然遺産ではないのだろうかということだ。
日本では知床、小笠原諸島、白神山地、そして屋久島が自然遺産に登録されている。
こうした場所と富士山では何か相違があるのだろうか。そしてなぜ自然物の造形の富士山が文化遺産なのだろうか。
１９９２年から富士山を世界遺産に登録しようと活動していた自然保護団体は、この富士山を自然遺産にしようとしていた。
その運動が挫折したのが２００３年で、文化庁は富士山を世界自然遺産の申請登録リストに掲載しないと決定した。
理由はごみ問題とし尿処理問題が片付かないからだということだが、この説明をそのままうのみにできない。
ごみの清掃活動は野口健氏や自然保護団体が富士山ろくと富士山の清掃活動を積極的に行い、従来に比べると圧倒的に美しくなっていたし、し尿処理もバイオトイレ等を導入すれば解決のめどがたっていた。
本当の理由は地元観光業者と自然保護団体の利害が一致しなかったからだ。

もし富士山が世界自然遺産に登録されれば、登録された範囲の自然は手を加えることは禁止される。
ゴルフ場建設や遊技場などは持ってのほかで、道路建設も売店の出店もできない。
観光業者にとっては全く利益のない話で、それよりも指定などされず好き勝手に商業施設を建設したほうがいい。
実際に河口湖や山中湖の周辺は旅館、ホテル、ボート屋がひしめいているし、かつては名勝と言われた忍野八海も今ではつまらない観光地になっている。
この観光業者と自然保護団体の対立に困惑した文化庁は、富士山を自然遺産でなく文化遺産として登録する戦術に切り替えた。
奈良や京都の神社仏閣と同じ文化遺産ならば、観光施設を建設することは可能だし、また拝観料（入山料）をとるのも自由だ。
もちろん指定される前のように好き勝手な開発はできないが、文化遺産を維持していくための措置ならば認められる。
かくして富士山は自然遺産ではなく文化遺産での登録になった。
ところで今回富士山はユネスコの会議で正式に世界文化遺産に認められたが、従来から問題になっているし尿処理はどうしてもかたずけないといけないだろう。
富士山には年間３０万人程度の登山者がいるが、この人たちが残すし尿は膨大な量になる。
これを時期を見て沢に流してしまうのだが、これでは富士山の沢はし尿だらけの沢になりまともに水も飲めない。富士山登山で糞尿の臭いをかいでは興ざめだ。
注）穂高のある上高地でも同じ問題があり、せっかくの清流梓川の水が大腸菌に汚染されている。
登山客が少なければ自然に任せても支障がないが、３０万人になればそうは言っていられない。当然入山料をとってし尿は利益者負担で処理するようにすべきでバイオトイレの建設資金を負担してもらう必要がある。
またごみについてはずいぶん改善されたとはいえ、油断すると青木が原の樹海に不燃物を捨てようと虎視眈々と狙っている廃品業者がいるのでこれも気を抜けない。
富士山を世界でも屈指の清潔で誇れる山にしないとせっかく文化遺産に登録したかいがないので、これからが勝負というところだ。
注）２０１６年までにユネスコに保全状況報告書を提出しなければならないので、し尿処理問題はそれまでに何とか解決したいものだ。
